- Someone's life, health, or livelihood is at imminent risk of substantial harm; or
- There's the potential for an imminent, serious violation of law or regulation.
So, is this situation really an emergency? (And is there really something I can do about it without sustained phone or Internet access?)
It sounds like you should contact someone other than me.

Send an email to munz.emergency@gmail.com with your name, a brief description of the emergency, and contact information I can use to reach someone involved in the situation. I'll receive an alert with your message, and will try to respond as soon as I can.
A word of caution: Using this email address doesn't guarantee a response. Even if this is a genuine emergency, I might be on a mountain, boat, or other place where I'm simply out of communications range. You should still try as hard as possible to resolve the emergency without me.
